Utica Man Arrested for Sexual Contact With a Minor

UTICA, N.Y. (WUTR/WFXV/WPNY-T.V.) – The Oneida County Sheriff’s Office and the Oneida County Child Advocacy Center are reporting yet another incident involving sexual contact with an underage girl.

On January 5th, 2021, the Child Advocacy Center reported that Ferris Bell had sexual contact with a 15-year old girl in the City of Utica. Ryan Marshall of the Oneida County Sheriff’s office assigned to the CAC and Investigator Titus Ciccone of the Utica Police Department were tasked with investigating what happened.

On January 12th, 2021 Investigators Marshall and Ciccone arrested Ferris Bell and charged with the following:

  • Rape in the Third Degree, a Class E Felony.

Bell was arraigned in CAP court located at the Oneida County Sheriff’s Correctional Facility were he is being held on $7,500 cash bail or $15,000 bond.

For the safety of the victim and their family, they have access to emergency services and an Order of Protection has been issued.
