The day after local primaries, Utica 2nd Ward Common Councilman David Testa has submitted his resignation, effective immediately. Mr. Testa cites medical issues as the reason for his resignation.
Testa, a Democrat, was running for re-election in November to represent West Utica. With his resignation, he will be replaced on the ballot through the process of selecting a name off his three person Vacancy Committee. That name would be included in the submission, to the Oneida County Board of Election, of a Certificate of Substitution.
Whoever is named to replace Testa on the ballot, they will face Republican David Herbowy in the General Election.
