UTICA, N.Y. (WUTR-TV)—This afternoon, family members of Bianca Devins, the Utica teen who was murdered last summer, announced an award for college students in her memory. They partnered with the Community Foundation of Herkimer and Oneida counties to create the Bianca Michelle Devins Memorial Scholarship Fund. This will go toward supporting students who are studying psychology and mental illness, the same majors Bianca dreamed of pursuing.

So we’re so honored to be here today to present the first Bianca Michelle Devins Memorial Scholarship to Tiana Guzman who will take Bianca’s dream forward and use it in her practice to help children who have mental health issues.” – Frank Williams, Bianca’s Grandfather
