Governor Andrew Cuomo, Speaker Carl Heastie and Majority Leader Andrea Stewart-Cousins have been behind closed doors working on the final copy of the budget. Buffalo Evening News is reporting that full state funding of the aid incentive for municipalities could be restored. Partial public funding for campaign finance reform is also in the works. Many other objects are being speculated at this time, and the state budget could top $175 billion.
